Is this brooder set-up okay? (Pics)

OP here again; had to make a new account because of password/e-mail problems with the other one.
I'm now having a new problem...they're flying high enough to get out. Whenever I go in to change the water or put in more food they'll go nuts and fly around like crazy, only now they're flying high enough to reach the top of the tote. I have to take the lid off to get the food/water out and when I did this earlier today three of the chicks flew up and out of the brooder, landing on the floor of my spare bedroom and immediately hiding in an impossible-to-reach crack behind a desk. It took me nearly an hour to get all three back in and is not an experience I would like to repeat any time soon. What can I do about this?
 
If you drill holes on the lids of those plastic bins you can zip tie the tops to the wire and it works alot better than the ducktape

Put a big towel over the top of the lid before you open it. The chicks will fly up and hit the towel, then drop back in. Don't take the lid completely off when you open it either.
