Is this bumble foot? If it is how do i treat it. If it is not bumble foot what is it.

It don't look like it. Notice how it's a scab and is red and swollen? If you feel it, it should feel like a hard ball. The only way to possibly get rid of it, is to cut all of the infection out and wrap it with vet wrap, but I don't know what is wrong with your chickens foot.

I don't think the picture uploaded, but does your chickens foot have a hard ball-like feel to it with a scab on the bottom of the foot?

"Normally" bumblefoot will show as a brown or black scab on the underside of the foot pad..associated with swelling and some heat...from the images you posted it may be a mild case ..if so, you can soak the affected foot in an epsom salt or betadine solution for maybe five days and see if the scab will come off with a pair of tweezers..for a raised and swollen area you would need to see a Vet or consider doing surgery yourself.
