sure looks like it, you can try tricide neo for a non surgical option.

If you " search" bumblefoot here and/or tricide neo several folks go into HOW to use it...it works well in many cases but is kind of pricey.
n/t to get into further myself... gotta scoot.... but hope you have good luck with getting rid of it.
