Is this chick a frizzle?

So I got a few chicks 3 weeks ago. One of my Rhode Island Reds who is about 5 weeks old now is growing out her feathers and I have noticed that the feathers on her back are curling upwards. Could she be a frizzle or is there a problem with her feathers? Thanks for you feed back. (Also, is she looking like a pullet or a roo?)

Could be. I have never seen a RIR as a frizzle, but anything is possible.

I just tried to get some pictures of her comb but she did not want to cooperate. I am not too worried about it anyways. Maybe I can get some in the afternoon though.

I am going with pullet, but agree need a better photo.
