Is this chick healthy?

I have incubated a batch of sebright bantam eggs and had the first one fully hatch yesterday. He was pipped but not making the best progress for a long while, I ended up having to help him a lot. I think we messed up the humidity a bit and the egg dried.
Anyways, he’s out and alone in the brooder. But he doesn’t seem...right? He seems frail overall, but his legs appear weak. He doesn’t really use them, he just sits on his bum and scrambles around when he gets startled. He took water alright when I dipped his beak in. He’s chirping and seems alright otherwise, is he just a runt? Thanks all

(Sorry for the grainy image!) he looks healthier in real life; he is alert and aware, but I haven’t seen him stand. His toes have straightened out since yesterday.

It takes at least 24hrs for an egg to hatch, how long had it pipped before you helped? Get some Nutri Drench ... A chick newly hatched can go 3 days without eating/drinking.
Newspaper is not a good flooring, a towel or paper towels would be better, those grip shelf liners are good too, potty paper .... Newspaper is slippery & the chick needs traction under its feet. Thinking it's more splayed due to no traction (newspaper), try a towel and give it another day before treating for splayed leg.

Change out the newspaper, see how it does on traction, newly hatched so may clear itself,

Definitely keep the chicks off slippery surfaces. I had to assist one of my chicks due to head over wing - he was hobbling noticeably on day 1-3. It takes them time to build up leg muscles if they've not hatched themselves. If you are seeing consistent improvement once you provide them more traction, things should be ok.

You need to add something for the chick to grip his feet on.. Like wood chips over the newspaper or the rubber lining you put in cupboards for dishes. They cant have just newspaper.
