Is this chick's feathers coming in properly?

These two red six links (pullets) were purchased at the same time. They are approx. 6 to 7 weeks old.

The first one is almost completely feathered. The other one is not feathering like the other. Is it a roo? Is it just slower? Is it normal? This was the best pics I could get as they won't be still. If your arm is a feather....from the shoulder to the elbow seems to have no feather. From the elbow to the hand, it does. I never see them picking on each other and there are no feathers in their bedding.

I always heard that the ones slow to feather were boys.......maybe it wasn't actually a RSL pullet?

Thanks everyone....I'm going to send pics to the seller. If it indeed is a roo, then I'll try to work out a swap with him. He assured me they were both pullets.
