is this common??? Unfertalized clutch!

I have a Muscovy hen who laid a beautiful clutch of 17 eggs and began sitting on them (went broody) approximately 3 weeks ago. I went out to candle tonight since she was taking a quick bath and not one of them are fertile! They are all see through! We have one drake with two hens, the other hen just hatched out 2 ducklings out of 12 eggs. Is this common for the drake to choose one hen or were we just unlucky with this clutch. Since we took her eggs will she lay again?! Thanks!

He might have been only breeding the one Hen? Were both sets due to hatch at the same time?
Both Hens won't begin to lay again for a couple of months ..
