Hard to tell after that long in an incubator. But remember, if those eggs had such a rough trip that some were scrambled, then other unseen damage could have happened that could prevent the egg from developing.
Shipped eggs are always a gamble due to shipping damage. Some eggs don't start developing, some quit early, and some quit late. 50% is a good hatch on shipped eggs, and that number can change due to weather (temperature extremes), altitude change, number of rough transfers, etc.
