It looks like a rooster to me. Black doesn't always photograph well but I believe I see it has saddle and hackle feathers developing which means rooster.

This thread is a great example as to why I tend to avoid saying if something is a cockerel or a pullet. I am better off waiting until they crow or lay an egg to say something definite. I will take guesses though but that's all I can advertise it as.
