This women at co-op said to feed chicks from birth to they lay there first egg to feed them chick starter and would it hurt a silver laced sebright rooster to eat chick starter?

That's fairly normal practice. Some sell just a starter and a layer food. Some sell and starter and a grower and a layer.

Yes the roosters will be fine on starter.

I use unmedicated Flock Raiser, which is o.k. for layers and young ones and roosters - and ducks, once i get them.

The thing you don't want to do is feed layer food to pullets. The calcium is too much for them if they're too young to lay.

I have used starter and start and grow for my chicks. If I have any left over it gets mixed in with the layer when I get my first egg. I have had no problem with any of my flocks.
