Is this a sign that my 19 week old rooster is fertilizing the eggs?
I'm completely new to having a rooster with my girls, thanks in advance for your help

Welcome to BYC. I don't think your eggs are fertile just yet.
If your layers are also young, I'd wait until they are laying full sized eggs, and at least 10 months old, before incubating them.
