Is this frost bite? If so...what now?

Yes my barred rocks all have frost bitten combs, one of which looks about like that. I'm using Bag Balm daily on them now but wish I'd started before they got it.
Do I just wait for it to drop off or is there a chance the black tissue can recover please anyone?
