Is this giving frizzle?

Hi, this chicks left wing mainly seems to point up a lot and looks fizzly on the edge. Is he just a tad scruffy or is he a frizzle. Breed is pekin bantam, chick is 2 weeks old.
All the other pekins ive hatched have never had wings like this.

Frizzle usually curve outwards. Looks more like it's rubbing it's feathers against something. I could be wrong.
