Is this head shake from the frost bite our cold winter gave my poor Jerk?

That's from frostbite, roosters do that when their combs feel uncomfortable. He will heal up without any intervention and the blackened parts will fall off eventually.
 
Here Vaseline does nothing against the bitter cold of winter and frostbite on combs is inevitable most years. Most of my large combed roosters get dubbed by nature. Smaller combed breeds do better in colder climates but even than they can take a hit. Roosters don't tuck their heads under a wing at night like hens do which can contribute to frostbite.
