Is this heater chicken-safe?

I know most people say ventilation is the only thing needed, but it is simply to moist and cold here in the winters.. and I am getting single large comes show roosters, so frostbite is not an option!

Frostbite can happen even with added heat. If you're concerned about that, house them inside or in a draft free area that is dry.
