Wanted to mention, here in San Antonio, we have been flooded for the past month. Would all the water have an effect? Worried about my boy..
 
Diatomaceous Earth is garbage.
Don't waste money on it, if you have lice issues invest in something that works-Permethrin.

I do not see any lice on your birds legs.
The raised scales could be scaly leg mites and in order to kill them you need to smother them.
Bag balm, vaseline, coconut oil...applied daily for a week.
 
There may be some scaly leg mites where the scales appear loose. Usually applying some type of thick oil to the scales and rubbing it into them once a week can help to smother leg mites. Initially, you can soak the legs in warm soapy water, and take a toothbrush to gently loosen the scales, then dry them. I have used crisco shortening, but vaseline, coconut oil, and castor oil work well. Here is a good link about leg mites to read:

Mites were infesting my coop a couple of years ago, I didn't have anything to treat with, but I did have some DE in my basement. I just tried it and it took care of them. The brand I bought was Little City dogs, and I am planning on buying it again.

But for scaly leg mites I would NOT use DE, the successful method I have been using is just spreading Vaseline all over their legs, very effective :D
 
If one has an outbreak of lice, mites, or leg mites, DE will not be enough. I have used it without any good results. Permethrin spray or dust works well. But for leg mites, the oil method is pretty effective.

Ok well we don’t have those pesticides here and I prefer not to use them , my vet and feed store owners recommend DE and wood ash .... it does and has worked for me twice in the past. It has to applied and reapplied a week later and maybe even again ...I check them for 3 consecutive weeks
