I think I already know my answer 😭 but this is my first time raising chickens so I want to be 100% sure.
How do I treat can someone give me a step by step?

Yes. They're lice.
Get some Permethrin based poultry spray and spray to the skin under each wing, under the vent, under the hackles of the back and on the chest. Every bird.
Completely clean out the coop, sweep and shop vac everything then spray it down too. Re-bed with fresh bedding.
Repeat treating the birds in 7 days and again in 14 days.

Question, what if you have the hen indoors at the time of discovery? What would you suggest for cleaning that environment?

If the hen had been living indoors, focus on the room she was in:
Vacuum the snot out of everything, sprinkle a layer of permethrin based poultry dust over any carpeting that was in the room with her and use the vacuum with it turned off to work it into the carpet fibers. Let that sit while you wipe down other surfaces with the permethrin spray on paper towels then vacuum again.
If she was only in the house for less than 30 minutes for a cleaning or something, I would just clean the bathroom.
