Yes, that is dry fowl pox, a virus spread by mosquitoes. It usually lasts around 3 weeks, and requires no treatment. The scabs should not be disturbed as that can spread the virus. If any are looking very weak or not eating, examine inside the beak and throat for wet pox, or yellow patches or spots. Any scabs around the eyes can result in a secondary bacterial infection which may require an antibiotic ointment such as Terramycin eye ointment from feed stores. You can separate the 2 chickens which may help to not spread the virus, but will later have to slowly reintegrate them back into the flock. A vaccine is available for severe strains in tropical areas where pox is common. Good luck.
