Is this molting, shredder gene, or something else

This is a lavender Orpington cockerel. Some of his feathers don’t seem full and healthy. None of the rest of my chickens look like this

I haven't dealt with it, but all I know is it's linked with lavender birds, & happens quite often. It's a flaw, if showing though.

It's genetic and visible on male birds (not females for some reason). It's passed down but I don't think it has any ill effects

I just saw a bunch of Lavender Orpington pullets the other day that were all shredded.
