Is this normal behavior for a rooster?

Yup, always someone worried about roosters attacking chicks. Roosters usually help raise the chicks and are very gentle in my experience.
 
I tried to get one just now of him laying on them but he ran. This is their reaction to the rooster leaving them lol. I dont think they are very happy with me for disturbing their nap. I will try to get a better picture when he goes back to them.

She is so cute!! I just love my little golden laced polish. She has the cutest personality. I wish I got more then just the one. I would love to see some pictures of your silver laced polish.

FYI.....semantics, maybe, but can be important communication terms when discussing chicken behavior.
Female chickens are called pullets until one year of age, then they are called hens.
Male chickens are called cockerels until one year of age, then they are called cocks(or cockbirds or roosters).
Age in weeks or months is always a good thing to note.
 
Just because he is a roo doesn’t mean he is just gonna be nice to them cause their girls.Escpecially a young guy,but it looks to me like since he is cuddling an detc they should be fine.
 
I think I'm a bit confused here?...
Are you talking about a Fully mature Rooster or a Cockerel the same age as the Pullets?..He really doesn't know yet that he is a Cockerel till his hormones kick in..
Did you see the pics?
Just babies cuddling...nothing to do with gender as @sylviethecochin pointed out.
