Is this normal behavior?

Yep...I was going to say that too. Dirt/dust bathing behavior with the hollows. As for the staying in the nest, could be trying to lay, could be tossing the idea of broodiness around

I have some who hang out in the nest box for hours it seems who never go broody.

She was dust bathing in the depressions in the ground. And she was laying an egg in the nest box. I have hens that are very shy around me until they are in the nest box. Then they won't get out of the box until the egg is out. Perfectly normal behavior, needless to say. I don't necessarily think she is going broody. If she won't get off the nest for a couple of days and acts aggressively when you reach in to the box, she is going broody.

Yup, I also have a few who sit in the nest box for well over an hour when they're working up to laying an egg. Funny old hens!
