Is this normal?? (Cockerel)

Is it normal for our 22 week old Bantam Polish cockerel to not crow??
The only thing he does when he sees danger, is cluck like a hen.
He doesn't even crow in the morning or at all.

He's our first quiet cockerel.

Do you have a more dominant rooster than him? He's either been shushed by dominance or he's not heard another rooster to give him something to compete with. He's young, so it should come eventually. We have nothing but crowing, the youngsters start up early with little squeaks, trying to compete with the older fellas. The neighbor roosters all around sound off too, it's a bit of a chorus.

Nope, no other cockerels. We recently got rid of our other Cockerel due to him challenging our young drake.

He's a Golden Polish, read that they mature a bit later but 22wks is a bit. Lucky you, if Roos didn't crow I'd keep one

Yeah, we found out he was a cockerel at 7 weeks old as he had the cockerel look.
