Some birds have different colors in their down feathers. It looks to be a mix breed.

The white down is normal. The fact that it's exposed isn't. It looks to me like someone in your coop is a feather-eater.

What's the protein percentage of your feed, where is your boy in the pecking order, and what's your coop/run size? Too little space/too little protein/too much boredom encourages feather eating, and it can sometimes progress to cannibalism.

It could be that he's just molting. Or mites, DE dust bath fixes mites.
