Is this normal (minimal feathers in back)?

The blue chick is 1.5 days old and the smaller, black chick is 24 hours old. Why does the smaller one have the almost bald spot in her back? Its’ feathers are not like other chicks, they are small and not soft. Is this normal?

They are both F2 OE, same Roo different Mums.

It’s either a runt or it’s from my Penedesenca hen. Can anyone tell me if it’s normal to have bald spots on the back for a chick, and what they are from? Genetics?
 
What heat source do you use?
She came of the egg like this, from a Brinsea 7 egg incubator. Feathers are very small and rough on her back. This was my first time hatching eggs. Temperature was a steady 99 degrees F, per instructions. I didn’t have a mechanism to measure the humidity.

Another egg had a mostly formed chick that didn’t hatch.

All other four chicks were fine.

Currently using a plate heater, in the photo.
 
One week old, here is the chick compared to another egg hatched at the same time.
