I noticed a few weeks back that "penguin's" beak was peeling. From what I read she was shedding her beak for new growth. But now it looks like it's broke. Thoughts?

I'm not sure what's going on with her beak. But that's not normal. The beak is made of keratin like your nails.

Usually fungus can deform or make the keratin bonds break which causes it to be fragile.

Consider doing some research on keratin it might apply to your chicken.
 
A better picture would be helpful. It may be an injury, beaks can get broken or abraded on wire fencing, feeders, waterers, etc or from fighting. Over grown beaks can get broken off if they get too long. If that's what it is then it will likely grow back slowly. Beaks tend to grow slow. As long as she can eat and drink normally, it shouldn't be a problem. If you aren't sure she's eating and drinking well then get a weight on her, and check regularly to make sure she's maintaining it, an inexpensive digital kitchen scale works well.
