Is this normal?

I have 4 chicken. Two of them are roosters. They are about half a year old and one of them has very beautiful feathers while the other never got real feathers! He still has the baby fluff and the feathers on his wings and tail are half-half. Is it normal that some roosters take very long to get their real full feathers? The one on the left is the weird one.

I really hope so. If anyone knows what type of breed this might be pls tell me. I could still upload some more pics if you need a better one.
 
Well its a genetic thing. I am told. Same gene determines if they would be "silkies" I suspect. Feathers, Scales or hair are all determined by that same gene group, I think. I think he is sorta cool. Clearly its not the chick fluff, but rather a mutated feather form.

Rey cool if he stays that way! If it's a mutation, it could be the start of a cool breeding program.
