Is this normal

This is my first hatching experience and we have had 3 hatch, but this one is still in the shell, but it looks like the membrane is still covering it. Is this normal looking?

 
Dad is a black Silkie, so it looks like a little black baby.

I hate to intervene, but I'm worried with that much exposed membrane that it will dry up.

I read the membrane will be white and will turn yellow when it dries, but it doesn't look like either?

The egg is outdoors in Houston (heat).

do I need to do anything? Is it too late? I can't tell if its moving, I only lift mom up for seconds to take the picture.
 
For how many days has this egg been incubated ?
I dont think it is normal if its on day 19-21. Humidity must be very high due to which the chick is attached to shell.
 
I think this is day 21. It is Houston, so humidity is pretty high. Hopefully I can still do something to save this baby. Its our only black one.

In better news...one of its sisters.. ( we are willing her to be a girl)
