Is this pecking?

I believe that my flock is picking on one hen, I think she's the lowest on the pecking order. I held her two days ago and saw this. It looks like broken little feathers. Is this pecking? Cause, I need to stop it, I think, unless this isn't too serious and I'm just being protective...

It might be, one of my birds is the same way. This is normal and you shouldn't intervene unless blood is drawn.
