Is this pullet really a cockerel?

We bought 15 female “Lakeside Eggers” from Meyer Hatchery. Lakeside Eggers are a hybrid that lay blue eggs. They are 12 weeks old now, and I am noticing cockerel-like behaivior in the one in the photos posted below. Plus spur buds starting to show on his legs. Do you all agree this one looks like a cockerel? Please give me your opinion.
