Is this ringworm? Or what?

Both my RIR and Cemani boys have this dried white powdery looking stuff on their combs, and missing feathers around the comb. I purchased ringworm medication for chickens, but haven’t been consistent with it admittedly. I just want to be sure it’s nothing else? My RIR was bleeding from it a few months ago, stopped when we sequestered and administered regular anti fungal and antibacterial treatment. No hens have it (that I can see…)
