Is this shrink wrap? Should I help?

So it's the end of day 22 and my first hatch didnt go great, have one chick that has been out for almost 24 hours doing good and this one that is on hour 18 since pip, not progressing well the membrane seems sticky. The other 7 eggs have no pips, beginning to give up on them. Should I attempt to help this little guy? How long should I wait? Sorry the pics are not great, please help, need advice.
 
I think this is more a philosophy thing, like finding a bird on the ground that can't fly (that isn't a fledgling). You could be the kind of person to pick it up and risk your skills not being good enough and killing it, or leaving it there and letting nature take it's course. I, being the sap I am, would chip a bit off. But for future hatches (I'm on my first one two, setting a dozen tomorrow morning.) I read from somewhere that bad humidity can cause the sticky shell thing.
 
I had two that died about that far along. I think they got chilled because I opened the incubator too many times....I guess that could be shrink wrap though..hmm didn't really think that, until now. No, probably not shrink wrap because my humidity was sky high, like 80-90 due to the other hatches. Mine looked just like this. Looking back, I bet I could have saved them if I helped them out. I tried to help but it ended up dying about six hours later, gonna try the incubator thing in the next week or so, thanks for the help.
 
I helped my 1/2 shrink wrapped baby! She had walking and foot problems, but all were fixed! She's doing amazing and forever is mine!

She was like this for hours. I have her polyvisol drop down the beak which gave her the strength to live. She stayed in the tank with a heat pad for 24 hours.

Her shell was too thick to pip through. I had to saw it open with a jagged knife. Her egg beak was worn down gone.
