Is this silkie a roo?

I want to say yes but I had a few chicks that I really thought for sure were roosters but they never crowed then laid a few eggs.
I was just about to give them away I do have a silkie rooster that started to crow yesterday he did look a lot like that one in the picture a few weeks ago.

If the bird is 3 months or older I say pullet but if it is younger than that then I am unsure.

I looked at the poof & thought maybe it is a boy; however, that tail end looks pullet-ish.

I think its a male.

I think it is about 3-4 months old. We have had him/her for about a month. None of my other pullets, that we got at the same time, have any kind of comb and are larger than him
