Is this splay leg?

Chick hatched over night. It can’t get around very well, like it can’t get its legs underneath itself. Is this splay legs?

No it does look like splayed leg in the pic. If you suspect splayed leg make sure the chick is walking on a solid service in the brooder. I use pine pellets just for this reason.

I put paper towels down because I read they’re good for grip. The incubator didn’t have the best grip, I’m wondering if that was the problem. I read the article about using half a bandaid to rectify the problem, and have done that for now. Praying for the best!!

Very likely, yes.
I'd be sure it's eating and drinking (with electrolytes), and dose it with some Poly-ViSol or NutriDrench for the B-vitamins. Dip a Q-tip in the solution, then apply a drop or two to the tip or side of the beak.
That may be all it needs. But if it hasn't improved in a few hours, then go ahead and band the legs with with a rubber band and piece of drinking straw, or you can use a narrow strip of vet wrap. Some people use a bandaid, but you'll want a brand with easy release. Here's a good description:

The incubator didn’t have the best grip, I’m wondering if that was the problem.

Might have been, but it can also be caused by too much humidity, nutritional deficiency, or just plain bad luck. I use rubbery, grippy shelf liner in my incubator, over the mesh floor.
