Is this Strange King Quail behaviour at a bird shop??

The other day i went to this bird place and there were two silver males in one small cage together. They seemed to really enjoy eachothers company and one was even following the other around everywhere it went! I thought that males could not be kept together because they fight, especially if there are no females or not enough females? Is it possible that they are siblings?
 
ive seen when raised together they get along well also if there are no females present or in a large aviary with lots of space and many females
 
They would be more likely to fight if there were females in the cage - that would give them a cause to fight. But yes, I would think they were brothers or at least have been raised together. I have kept bachelor groups of my button roos together with no fighting.
 
Coturnix males can be kept together as long as there are no females present. Dont know about other breeds. I keep a bachelor pad for my boys I'm keeping. They can see the girls but don't fight.
I was gonna get some Coturnix quails but the coop i'm planning to make can only be 1m², not including the nesting/hiding boxes. I guess KIng quail are too small to keep for eggs so maybe i will just keep a few males if they only fight when a female is in the actual coop with them. I'm not sure yet.

Ohh, that makes sense, lol. Are the males you keep raised together/brothers or did you introduce them?
 
They were raised together. They were hatched and raised the natural way and taken away from the parents at about 5-6 weeks, separated into male and female groups a few weeks later. I only kept them together for as long as it took to sell them, in one case that was about 6 months and when spring came one of the males started courting one of the others. He only did that for a few weeks, but the one being courted didn't appreciate it much. Still, better than fighting :)
