Is this sunburn?

Last winter, a rooster went after my 4-year-old Easter Egger hen and messed up the feathers on her back and wings. Now that it's summer, she appears to be getting sunburn on the exposed skin of her wings. It doesn't seem to be affecting her too much (she's been having a good crop every night and she is acting normal and laying normal for her), but it looks painful and I'd like to do something for her.

Does anyone have any suggestions?

I’m thinking new feathers should be starting to grow in by now , since there’s no growth I’d say she’s getting pecked at because she has exposed skin,

Get that blu kote or colour her skin somehow so others stop pecking at her
 
I haven't noticed anyone pecking at her. Esther is actually one of the highest ranking hens in the flock...she just has the misfortune to be super attractive to roosters.
I was looking at her today and I realized that, in terms of feather growth, she looks a lot better than she did a month ago. The irritation on her wings, which was my greater concern, also seems to have improved somewhat on its own.
