Is this the beginning of the next feather stage in 9/10ish week old?

I'm probably being overly worried, but wanted to check in to see if this is normal or not - one of my barred rock hens is all "fluffed out" around her bottom and has been all day today. No one else is like this nor have I seen them like this previously. They are roughly 9 to 10 weeks old. We got them at "2 days old" but we believe they were closer to a week. They have access to a predator protected run all day where they forage around for bugs, grass etc, have open access to water/feed 24/7. Is this just the beginning of the next stage of feathers? Should I be worried? #firsttimemomma #overlyprotective
