Is this the start of a rooster crow?

We have 3 New Hampshire Reds, and one is stating to make this sound. Is this the sound of a young Rooster?

Sounds exactly like my 8-week-old Buff Orpingtons. I have 22 of them, straight run. All are going thru voice changes, from peeping to crowing and clucking. The cockerels get out the cocka-doo syllables. The whole cocka-doodle-doo comes with practice, I guess.

sorry but, I couldn't hear a thing despite playing your video over 3 times and increasing the volume. I didn't see any bird stretching his neck up to crow but, you have two reds with combs big enough to be cockerels.
 
Hello! Welcome! Roosters sound truly terrible when they first start out! That sounded to me like an attempt to crow, but I could not tell who it was coming from. Usually a Roo will stretch out his body and stand real tall when he crows. It may not be a Roo, a few of my hens made odd sounds too before they really got the lingo down. You may just have to look for other signs of the sex, or wait and see if that turns into a full crow sometime soon.
