ISA brown hens not laying

Unfortunately still no eggs from my older girls or the new girls. There’s no way they’re still molting so close to June, right? I’m in Georgia so we’ve had longer hours in the day since March.
 
I have 2 yr old Rhode Island Reds and the exact same issue has happened to us up here in Virginia. They stopped laying in Winter and by April they still weren’t laying (we assumed due to them molting). It’s now June and they have not laid at all. They have a very secure coop with automatic door and no other way in do I know nothing is stealing their eggs. Feed was from local mill 16% layer pellet but we stopped using that because we kept getting bags where half of it was powder. We switched to a Purina brand layer pellet from tractor supply and they still are not laying. Yesterday and today I heard one cackle like she had just laid but when I went out, there was no egg.

Idk what’s going on! This is the first winter I didn’t supplement light. Today I am trying crushed red pepper and black oil sunflower seeds. I also switched back to their old layer feed now that it’s back in stock.
