Isa Browns 8 months after molt

My hens looked great until they molted this past winter. I thought they would feather up and they haven't. I tried using a red light, giving them goat milk in case they weren't eating enough protein. I'm feeding them feather fixer, and haven't noticed a change. I have been giving them probiotics in their water. I checked for fleas, and mites, and don't obviously see any. I treated their home with spray specifically for mites and fleas just in case. I'm wondering if they got frost bitten to the point where they won't grow back their feathers. I have had chickens for 15 years, this is the very first time I have had this issue. Here are a couple pictures of what they look like.

Have a rooster, that happened to my hen from a roo.

Yeah, my first thought was a rooster being too tough on the hen. I have seen YouTube videos where the rooster would jump on the hen and hold her head down with his beak. The poor hens looked all beat up like yours in the photos. But you never mentioned anything about a rooster in your flock. Interesting.
 
I don't have a Rooster with these girls. However I did see one of the hens act like a rooster last year. Thought it was the weirdest thing I ever saw. Not sure if she is the culprit or not.
 
I'm sorry but glad to see I'm not the only one. I have two Isa Brown's and they both look ratty. None of our other chickens look like that. I've been trying to solve the problem without any luck. We have no roosters and I don't see anyone picking, just a bald ugly chicken. Definitely finding that it's an Isa Brown thing- we are going to amp up some more on protein and see. We started doing Apple Cider Vinegar baths, checked and cleaned for bugs. Also, we live in Florida so no frost bite here. I am going to check out the article as well.
