Isa Browns 8 months after molt

My hens looked great until they molted this past winter. I thought they would feather up and they haven't. I tried using a red light, giving them goat milk in case they weren't eating enough protein. I'm feeding them feather fixer, and haven't noticed a change. I have been giving them probiotics in their water. I checked for fleas, and mites, and don't obviously see any. I treated their home with spray specifically for mites and fleas just in case. I'm wondering if they got frost bitten to the point where they won't grow back their feathers. I have had chickens for 15 years, this is the very first time I have had this issue. Here are a couple pictures of what they look like.

Hi I know it’s been 10 years but I have 3 ISA brown girls and had them for almost a year and barely any feather regrowth. They get lots of nutrition, mealworms, treats, veggies/fruit. Electrolytes, probiotics, vitamins but been almost a year and some maybe 25-30% regrowth and other ones loosing feathers through bullying or another hen jumping on them. It’s been 6 months for themissing feathers from the bullying and was only small tiny patch and no regrowth.checked for mites/lice and treated with natural products as preventative. So my conclusion I think it is the breed. The ISA hens are breed for factory farming and it takes a toll on them. They are great layers but takes a toll on them. So all their energy is focused making the eggs no matter what. So it takes away from feather regrowth. My advice to continue to give chicken vitamins/electrolytes and better nutrition. It will regrow just takes months maybe even over a year.
