Isbars sex.

4 week old Isbar blue. He has a bigger comb than the other three. The last three are a blue copper marans and two splash Isbars.

I realize it is not the best to figure out at this young age but also have to figure out what to do a cockerels. I am not allowed roosters where we live, so hoping to figure out sex and then decide what to do.

I agree, the first one I'm certain is a cockerel. Are they all the same age? If so, then I'll say I, too, believe the middle two to be pullets. The last one, though, I'm really not sure on; it could be a late developing cockerel at this point, or just an early maturing pullet... I'd say keep an eye on the last one for now. You should be able to tell for sure around 6 or 8 weeks. :) They're pretty little birds.
 
Yes, they are all the same age. Pretty sure the black Marans is a girl and the small splash is a girl too. The blue one is a feisty, exploring, flying up high chick. That, along with the comb and small wattles starting is what made us think boy. It would be easier to sell or give him away, along with a 6 week Orpington who is also a Roo. That's why I was questioning who's who.
