Issue regarding moulting

One of my bubbas has been moulting on her neck area for, I would say, about 2 months. It looks quite red and inflamed on the spots where the feathers come through. There us no pecking from other birds happening. Any thoughts or advice?

It only seems to be the one spot on her neck, do you think it could be her plucking or one of her sisters?
