It is broken? First clutch, second problem!

So recently I have hatched my first clutch of quail, first time owning poultry. Everything is going great, other than having one splay legged chick who other than being a bit of a runt, is doing alright. Checking on the babies today, I noticed one of the older chicks squatting down and not upright like it should be. I looked over it and it looks like one of the legs has an issue, and the chick is holding it out at the hip. I think it might be painful, as the poor thing keeps tapping the foot and doesn’t seem to want too much weight on it. I’ve tried to capture it the best I can in the photos, but I’m very worried it might be broken or dislocated near the hip. I didn’t notice this yesterday, so I’m guessing it must have just happened, or it could possibly be a deformity growing out. They’re about 3-5 days old, I’m guessing this one’s a 4-5. Any help is appreciated!! Should I go to the vet?

If the vet is an option, I would go for it to be sure, but that can be pricey.

What kind of flooring are your chicks on? You want to make sure they have something grippy like shelf liner, pine shavings, etc. Paper towels aren't good unless they have a LOT of texture, newspaper is right out. Smooth floors can increase the chances of leg injuries.

They’re all on pine shavings! I’ll see about the vet. Is there anything I can do??
