Normally at that age when they huddle together it's because they are too cold. They should have a heat source that gives them 90 degrees in part of their cage/tank, and the other part be cooler in case they get too hot. then you turn heat down by 5 degrees each week. But I dont know about itching... could it be they getting wet and trying to dry them selves? and preening? that young ducklings need to keep out of water. they should have a waterer that they can only get their heads in to drink, but not their whole body. as for runny poops thats normal and they do smell a little but i dont know how stinky you mean, what are you feeding them?

What does your brooder setup look like? Can you take a picture of it? What is their made of? I can't tell from the pictures. It may not be absorbent enough for your ducklings to stay dry. Your brooder may also be too small for that many ducklings and they quickly out grow their space.

Do they have have adequate water? Ducks require water deep enough to dunk their head to keep their nares and eyes clean.

Having a good brooder setup can sometimes be key to good health and that information is not always readily available.

Lastly what are you currently feeding your ducklings.
