It does.

When my daughter moved back in, she had two dogs. One of them rammed the coop twice, bending the chicken wire. I added the hardware cloth, but only to the front, because of him.

Never thought about adding it all around for other critters, seeing as I have a fenced in backyard.
 
Yes maybe attach some hardware cloth that has smaller openings along the bottom half so hawks can’t claw or put their head in ?? I’m so sorry this happened.

Yes.

I suspect he got his talons through the HC, then was able to hold the quail tight enough against it so that he could get the tip of his beak in.

There was a quarter sized hole in that quail's neck, so I figured the hawk got frustrated and dropped it. Regardless, it was enough damage to kill the quail.

I doubt a hawk that size could get it's talons through hardware cloth. I'm thinking it probably grabbed the quail out of the air through the chicken wire while they were bouncing around.

I can see that being the case.

It's impossible for a hawk to grab your birds thru hardware cloth. Your might need to go back over your structure and make it predator proof.

Until you secure the hardware cloth with fence staples or washers and screws predators can rip the wire off and enter the run. Chicken wire mesh is fragile and can be stretched and torn easily. Its not unusual for birds to injure themselves inside a run when predators harass them.
