Ivermectin 1.87 % paste for poor lil hen?Dilute it with...?Options?

I have a poor lil Buff hen who acquired scaly leg mites somehow about 6 months after I got her.I am wondering if hay I bought two months before her leg mites appeared I bought was contaminated as there were swallows in barn hay was stored in(?)
Anyway,the issue is-I got her from the County Fair at 4-5 months/Nov.2011 ,she really hasn't grown much since then,tho the others I got at the same time did, and must now weigh 2.5 #.
She presented with scaly legs mites last May,I have seperated her and dipped her legs in a pan of oil,which helped,however,now they r coming back...
We dont have sm bottles of the Ivomec cattle pour on at stores I checked here,only very lg bottles for a good chunk of change($100.). I have 1.87 % horse wormer on hand and possibly I could find Ivomec for goats/liquid at Tractor Supply.
I don't dare to dilute the 1.87% Ivomectin horse wormer with Propylene Glycol and administer it topically on back of neck as I have no idea what the dose would be IF I could dilute it down to 1%,.
This poor lil thing is a mess,she is missing feathers on her back,too,which I thought was from the Roo,now I m thinking may be related...?She doesn't have lice-Ive checked a few times...winter is coming,and she needs to grow feathers on her back in as it hits -20 here on the Tundra...Lol.
I did treat another hen successfully for leg mites at the same time by dipping her legs in oil many times,this hens back feathers grew back, however,I gave her 40% protein cat food to snack on,too.No lice on this chickie either...
