Jersey Giant wing development??

I have 4 jersey giants 3.5 weeks old. 3 of them look normal and seem to be getting their feathers in nicely however one of them appears to be having some wing feathering problems. I’m looking for someone who can tell me if this is normal.

The first 2 photos are of my JG with normal wing feathers.

This poor baby seems to be having issues with its feathers???

Is this Normal?
 
I would contact a bird specialist on that one. It could be genetic, or could be some sort of health issue. Owing a breed, former very possibly. Find someone that breeds Jersey Giants and has contracts with other breeders of same.
 
The blades should be full. Could be a feed issue. How much protein in the starter? Does the feed smell fresh?
 
Is the bird lighter weight/younger than the other two? From a line of consistent breeders, or from a hatchery?
