I recommend starting with as many as you can house and can have legally.
Adding more later, which is inevitable is much harder.

Once you go through all the trouble and expense, the last thing you are happy about is having to buy grocery store eggs.
You can always store extras for lean times or give them away.

Well I currently have a coop that is 3x4 so I figure it is large enough for 4 hens. I've drawn up plans for a coop that is 8x4. I can legally have 12 hens. So I'll keep 4 until I've finished the coop, then I'll add 8 more. It'll take me a while because I don't get much time off from work.
