are you sure the mothers drowned them or they got into water and got waterlogged and drowned that can happen.

the 2 mamas are a Mallard and the Pekin? does the dad have access to the ducklings also? That can also be a problem many drakes will kill ducklings and sometimes the females will too if not their duckling or even if they are. I had a Muscovy who tried her best to kill her duckling when it hatched I had to take the duckling and bring it in. I never figured out why he grew up healthy and lived over 12 and 1/2 years. It can be hard to figure out.
I'm sorry you have lost some but it's wonderful you were able to save Lucky. It can be hard to integrate sometimes so the best way is to let Lucky be on one side of some type of barrier [fencing] and the adults on the other and let them be like that for a while There is no set time it really depends on the ducks. You can try after a week letting them be together and toss some type of treat out so they are more interested in foraging than picking on Lucky. Eventually, they will get used to her and they will become a flock. When I have brought in new ducks I set up a dog pen type of fencing and let the newbie hang out in it that way she can be with everyone and not get picked on. The newbie sleeps in the coop in a dog crate for protection. That has been for a week sometimes longer depending on the age of the new member of the flock.
