Kansas City, Missouri clarification on 100' rule

Does anyone know if the 100' rule away from a neighbor's dwelling includes their garage or just their living space? I have a tight fit, and 1 neighbor is a disagreeable person, while the other 2 are fine with chickens. I understand I would then need to have the 2 within 100' sign the special permit form. Anyone have experience with this firsthand, would be appreciated!

I have not had any experience in this but I would assume that the 100' meant property lines. Especially with that neighbor.
